Turning Tides is een zeeslag tussen twee spelers. Elke speler krijgt de controle over een schip dat hij moet beheren. Tijdens de rondes varen de schepen zone voor zone langs elkaar in een modulaire stijl. Tijdens elke stap van het zeilen kunnen de spelers een actiekaart trekken en uitspelen die hen zal helpen nieuwe matrozen en kanonnen op hun schip te plaatsen, beweging van eenheden of de schepen zelf te gebruiken, of het vijandelijke schip aan te vallen. Tijdens het spel wordt er gelijktijdig gespeeld, waardoor het spel weinig tijd in beslag neemt. Tussen de rondes hebben de spelers de mogelijkheid om kaarten van en naar hun speelstapel te ruilen, waardoor de mogelijkheden van elke speler voor de volgende ronde veranderen.

Je wint een spel door ofwel drie zones op het vijandelijke schip te vernietigen om het tot zinken te brengen, ofwel de hele vijandelijke bemanning uit te schakelen om ze op de rotsen te laten drijven.

Je moet je bemanningsleden en kanonnen tactisch opstellen om zoveel mogelijk schade toe te brengen aan het vijandelijke schip, terwijl je probeert te voorkomen dat je tegenstander hetzelfde bij jou doet. Daarnaast moet je aan je kapitein denken. Die verliezen is een kostbare fout en geeft de tegenstander de overhand. Een spel gericht op geduld, tactiek en het te slim af zijn van je tegenstander.
